Mouse/Keyboard Center SOLVED
A reinstall of the Keyboard Center solved this issue.
Clicking MOUSE in Control Panel returns an error that "a network resource is not available."
Only after two cancellations of that message does the mouse config box appear.
Latest .1777 version is installed. Why does it seek this "resource" that can't be found?

What does the .1777 refer to? Sounds like you have some corruption or even malware. Have you tried running the system file checker? Open an admin cmd prompt, type:
sfc /scannow
Press enter and await results.
