On all my computer, i install the included language packs (mainly keyboard layouts, but more than that comes with it) for Spanish, French, and recently, Japanese, when I decide i want to try writing / practice in the few japanese kanji and hiragana that I know. :D

In win 7, however, it seems like only english is allowed to use the writing pad??? spanish, french, and japanese give me only the on screen keyboard; writing pad is greyed out / disabled. The only way i can write 私, for example, is to show the language bar, click IME pad, draw in the box, and then click the icon for the correct charater to insert.

that makes no sense of course. It seems capalbe of understand my japanese writing and will show its guesses....so why can't i use the writing pad?

if you dont know about this, please try installing any language and see if you can use writing pad. i wonder if it's just not fully-implemented yet or something.

Solution
It appears that the issue you're experiencing with the writing pad functionality for languages other than English, such as Spanish, French, and Japanese, in Windows 7 is a known limitation or behavior.
In Windows 7, the handwriting recognition feature might not fully support the writing pad for languages other than English. This limitation could be due to the specific implementation of handwriting recognition and input methods for different languages in Windows 7.
Given the information available, it seems that the behavior you mentioned where the writing pad is disabled or grayed out for languages other than English, leading to the use of the IME pad for Japanese input, is consistent with how the feature operates in Windows 7.
