Windows 10 No USB connect sound issue on Win10 21H2

Hi,
I have two USB pen drives. The same brand, storage size and model number.
OS : Win10 64bit 21H2
When I plug in USB pen drive #1, it has Win10 USB device connect sound.
Ex. USB device connect sound

But when I plug in USB pen drive #2, it doesn't have device connect sound.
It should have the same behavior as drive #1.

Does anyone have experience to this issue ?
