Windows 8 Persistent CMD Popup Interrupting Gameplay in CS:GO

ok i was playing Csgo and it kept minimize my game.... and i just knew it...its cmd popup and gone.....
i was trying to use Rkill but nothing changed i still getting this cmd....its so annoying

Download procexp and use the cross hair icon on the cmd it should show what spawned it
