Once in a while I need to highlight or underline a sentence in a PDF file and save with the changes. If it has the capability to combine multiple PDF files into one or split PDF files that would be nice, but not necessary. I can't see spending $13 a month for Adobe Acrobat and Foxit PhantomPDF is $8 a month. I don't want to use a freebie or cloud-based app such as CutePDF Editor because they can only edit small files and my experience with freebies is that you get what you pay for. So I'm willing to pay, but I wonder if there is an inexpensive, simple PDF editor that would meet my very basic needs.
 
adobe-acrobat-reader-dc is free … offers a host of customizing features … such as commenting tool which is free … don't discount what it offers (underline, highlight, text, etc). just click the "tools" button and choose the "comment" tool. the free-tools are labeled with "open" … the buy-tools are labeled with "add".
