Windows 7 Problem with importing Windows Live Mail messages from Vista to Windows 7

I had Windows Live Mail (WLM) running on Vista. After installing Windows 7 on a new hard drive I also installed WLM on this drive. I ran the 'export emails' option on the Vista drive, and backed up all the messages in WLM format onto backup media. Back on the Windows 7 drive, I started up WLM and ran the 'import messages', WLM format option, from the same backup media. It seemed to import the messages but it turns out only the folders were imported, not their contents. (I was able to import the WLM Contacts without a problem.) I'm sure I followed the correct procedure but I still don't have the messages, only the empty folders. Can someone suggest what I need to do to get the messages across as well?
