Windows 7 Problem with installing Chinese IME

I tried installing Chinese IME using the Control Panel --> Change Keyboards and other input options. However, after selecting the required IMEs and keyboard input methods, I am not able to see the language option toolbar at the Task bar. I have selected the location for the language bar. Didn't help. The language bar is still not available. I hava also read the Language Bar overview. No help. I'm using Windows 7 Professional edition. I had no problem installing the Chinese IME in my desktop which uses Windows 7 Home Edition.
