Windows 10 Problem with USB 2.0

Hi, I have 4 USB ports (2 X 3.0) (2 X 2.0) in my case, the thing is that I put usb 2.0 on 3.0 port before without problem but now I do.

Now, I can put 3.0 usb on 2.0 port but not 2.0 on 3.0 port.

I'd try the following

• Verify and install any missing devices in Device Manager
• Check the event log for events regarding the PnP manager
• Uninstall all 'Usb Root Hub' devices in Device Manager (note the mouse will be stop responding for one of the removals and you'll need to use your keyboard to either reboot or navigate the menu to re-scan to allow it to be re-installed.

And I don't understand the second one.
