In Vista and XP this option was somewhere here:

The Check box [ ] Restore previous folder windows at log on the View menu of Folder Options dialog box present in Win XP, is NOT retained in Windows 7 :-(

If you choose Use Windows Classic View in Folder options in Control Panel you can get that
