Windows 7 Suddenly cannot pin anything to taskbar

Windows 7 was running great, but suddenly it froze in a strange way. Aero was working when I hovered over programs in the taskbar, but over than that there was no response. I did a hard reboot and after that all icons were gone from my taskbar. I try pinning more, but a little red X appears when I do so. Also, whenever I put a new shortucut onto my desktop, the little arrow that shows up indicating that it's a shortcut does not appear. I'm confused. Does anyone have any idea what's wrong?
