Windows 7 taskbar - drag and drop to open a file

I am having issues with opening files by draging and dropping them on there programs on the taskbar. I know that if i hold the shift key, it is supposed to work, but it doesn't. I get the message "open with <program name>" when i hold the shift key, but when i release the mouse, nothing happens. Anyone know why? Thanks.
