Windows 10 Tooltips disappear quickly for every application

Hi,
I'm having the following problem with every application in Windows 10:
Popup tooltips (that usually appear when hovering over a button or other feature) always disappear after less than a second. The tooltips disappear way too quickly to read so they are basically useless.
This is an issue in every application I use, so I think it must be a system-wide problem. I'm using a Lenovo Yoga 710 laptop.

Any ideas on how to fix this? Are there tooltip settings somewhere?

this behavior has been apparent since you purchased the lenovo? try adjusting the speed of your pointing-device (mouse). before doing so … you may wish to create a system-restore point … just in case somethin' goes awry. this is the only card i got in my hand.

Thanks for the suggestion. I tried this and it doesn't seem to have helped.
