I thought Program Manager was in Windows 3
Why is it in Win 10?
On shutdown, occasionally the pc hangs with a message saying Program Manager is still running
At times it will freeze indefinitely
After running several malware and virus scanners the system reports no abnormalities
Can I safely hunt down and kill this beast?

Solution
Normally it's file corruption when taking updates that does it. So for major feature updates, I always end up clean installing.

ahhhhhhhh Updated the bios then ran sfc scan and dism everything looks good now.
Prob with Cleanup command was a typo.

So....now that everything is back up and running smoothly (24 hours and counting) I am wondering why Program Manager reared its head in Win 10.
