Windows 7 Unable to coonect to FTP

I cannot connect to any FTP.

Tried through the native FTP in Windows 7, FileZilla and Total Commander - neither worked.

Already tried to: disable the firewall, disable the antivirus software, add exceptions in the firewall. Neither actions helped in any way.

A solution will be very appreciated. Thanks in advance!

 

[Trouble]

if you type this into the address bar or IE8, "ftp://ftp.freebsd.org/pub/FreeBSD/tools/" without the quotes, what happens. Do you get an error?

It works, both in IE8 and Firefox. I see the files, can access them, etc.
