I have the Opera browser setup. When I double click on the executable file, the UAC window pops up, asking me whether to allow changes by this app to my computer. Even if I click on 'No', the setup proceeds anyway and completes.
Why is this happening? Is this a problem? If yes, then what can I do about it? (Bdw, this is also happening with other executables/setups)
Note- I have already tried the following:
Unable to stop installation by clicking 'No' on the UAC window.

Solution
Clicking yes will allow something to be installed system wide, clicking no can still install but it will be virtualized in your user profile in %localappdata%\virtualstore

have you scanned your environment for malware or viruses?
accordingly … might take a look at the following website … sub-heading "securing the elevation prompt"
How User Account Control works (Windows 10)

Are you sure? Because I have seen instances where when I click 'No', the installation stops and is not completed.Clicking yes will allow something to be installed system wide, clicking no can still install but it will be virtualized in your user profile in %localappdata%\virtualstore
