Windows 7 USB Hardware

When I go through the taskbar do disconnect a flash drive or external hard drive, the device will not power down for me to disconnect. When I would click on the safely remove hardware then click on the hardware to be removed, I get the message safe to remove but the item is still powered up. Shouldn't the usb be powered down before I remove the device? If so, has anyone got a fix for this? Thanks.

Bo bot necessarily. That just means that windows has cut all ties with it and is not transmitting or receiving any information. I would think it would be safe to remove them.
