Hey guys how can i shut off that anoying pop up when you get to the desktop when booting?that welcome center...

You mean the "Getting Started" section?
Try doing this:
run msconfig (start menu>>"msconfig), startup tab, there is an entry for a Microsoft Windows Operating System entry with a command that ends "ShowWelcomeCenter LaunchedBy_StartMenuShortcut" Remove its preceding check mark.
