Hello,
When i go to personalize i am not given the option to 'change window glass colors' but only to change individual elements color.
I am referring to

Thank you David,
I googled for "the current video card may support Aero with a driver that is compliant with the Windows Display Driver Model (WDDM]. Contact the manufacturer of our com outer or video card for a DDM" and found the suggestion to install a driver from my video card manufacturer. The HP spec specified Video Graphics NVIDIA GeForce 8400M GS so i entered this PN ay their site and nvidia installed (took long minutes) its stuff and voila. I can finally have my preferred colors

Is your Desktop Windows manager running ?
Start > search box, type ser > press Enter key > scroll down to Desktop Windows...
under Status heading, it should be ...Started
under Startup Type, it should be........Automatic
If it is not, left side, click Start the service.
Exit Services window.
See if you can get your Window color and appearance window.
Start > search box, type ser > press Enter key > scroll down to Desktop Windows...

............BTW i had to go to component services>services (local)>desktop window.............
Yours is Ultimate, mine is Home Premium. That's why you needed to do it slightly differently.
Suggestion :
Do a system file check ( sfc /scannow ). Let it find out if you have corrupt files. If any found, it will try to do repair.
