Windows 7 Windows 7 OEM

Because my PC came with 7 OEM I cannot use the product key to use Win 7 in a VM.
Could I write the contents of the disc to an ISO file and then use the product key or none at all or it just the same?

OEM licenses can be used on a VM for the system the OEM license came with, but they can't be used on the physical system and a VM at the same time. This violates the EULA

So if 10 is the host and 7 the guest I am not able to utilize 7.
