I have Windows 7 Home Premium and I cannot get the print spooler to start or stay started. I have tried the regedit, cmd. , Services.msc, Msconfig. to no avail.

It's bizarre. I tried installing a new printer and it printed the text page ok but refuses to communicate or recognize the printer. It looks like I can also use the scanner on the printer but it will not print for the love of Jesus!

Any help on this would be greatly appreciated!

I would start with the Microsoft Fix It for printer problems, run the full mode one and see if it resolves your situation.
