Windows 8 Windows 8.1 Language Problem

My computer was first in chinese simplified. Then I installed the English language pack. However, some of the words are still in chinese, even though i signed out and signed in again, it's still like this. Any solutions?
 
The opposite is also true.
My Dell laptop is in English display.
After Win 8.1 upgrade and installing Chinese Traditional language pack, some of the words in Control Panel are still in English.

Just to add an observation........
I just did a couple of Windows Updates on my Win 8.1 Pro running Chinese language as primary language.
Upon restarting, English language appears on the screen.......
"Working on Windows Updates. xx% complete. Do not turn off your computer."

I suppose that if a computer is pre-installed a primary display language, that language will show up in certain process/task regardless if a different language is installed as primary display language.

Just my supposition.
 
For the record, I have the same situation in another language. My home installations are in English. For family reasons, a couple of the computers have the Danish language pack installed but I still get messages in particular, and a couple or so lables, in the English language.
