Windows 10 "Windows Help and Support" Missing

When I try to open "Help and Support" in my Windows 10, I get an explorer error. How can I resolve this?

What path/where did you select "Help and Support"?

Is that a start menu from the released windows 10? Looks nothing like mine??
 

That looks like classic shell and nothing like the modernui hybrid 10 uses. I'm guessing thats the problem

I updated to the new version and checked yesterday and there were no new updates. How can I confirm that I have the latest version?
