Windows 8 Windows IME on 8.1 does not work at all on certain laptops?

Ever since I updated to Windows 8.1, my Dell Inspiron 15S cannot type any language except for English; I have tried to find a solution for hours to no avail. Almost all helps recommend that I simply "add a language on setting" or "reinstall language pack," which I have done so many time. It appears that some people does not have this problem.
The official Microsoft site says "Some IMEs don't work in the new Windows user interface", but this is the Windows IME! Any solutions to this problem out there? It's very inconvenient.
