Windows 7 Windows7 firewall - how to make it show alerts?

Hi,

I have set W7 firewall to block inbound / outbound connections by default.
For inbound connections, if there's no matching rule, I see a firewall alert asking what to do.

But outbound connection attempts for which there's no matching rule that allows the connection are just silently blocked.
Is there a way to change that and see a notification? I can't find a setting.
