Does Anyone Know A Way To Put A Regular PCI Card, Such as a NIC, in a PCI x16 Slot?

Also, Would It Impact the speed of the card? (increase/decrease)

You were perfectly clear. You want to install a PCI card into a PCIe (PCI Express) slot. You can't do that and there is no adapter that I am aware of that allows it. In spite of their similar names, PCI and PCIe use totally different slots, bus topologies, and controllers.

Sorry, I Wasn't Clear on my question. I Meant a regular PCI Slot (Not PCI-E), being used in a PCIx16 Slot.
