Would like to synch one PC to a UTC server and adjust it for EST and DST and broadcast that to other devices. Is this possible ?

I'm not sure what you mean. UTC is a time zone there is no such thing as a UTC server. Time is pulled from a NTP server and automatically adjusted base on a systems time zone.

I am trying to setup a Win 10 PC to pull UTC from server, adjust it for EST and automatically adjust for DST and allow other device incapable of automatically adjusting to pull this adjusted time from the IP of the Win 10 PC.

All computers already pull UTC time from a NTP server and adjust to their timezone.

but what about plc's and other devices that need NTP time but already adjusted for time zone and DST ? I can set my server to UTC time zone and set the clock manually but that doesn't make the time accurate nor does it adjust for DST.

Yes. Microsoft Windows, Mac OS and Linux including most devices with embedded OS's support and handle NTP, timezones and DST
