I did a restore of an image backup of Windows 8.1 and now I cannot open web links or from short cuts of a web page. How do I reconnect.. jim

Make sure the browser you are using is set as your default browser.

That makes no difference I tried that already. Actually the chrome shortcut doesn't work either!

Control Panel\All Control Panel Items\Default Programs\Set Associations
Check there and see what programs are set as default for the various web extensions (htm, html, shtml, url, webm, xht, xhtml, etc., etc.,

problem solved all I did was reboot the computer instead of bring out of hibernation!

I suggest that you continue to search for a permanent solution.
You are now foregoing hibernation to avoid the issue. That is a work-around.
There is a problem still brewing in the background.
