My laptop fan gets very loud every few minutes and then quiets down for a few minutes, does anyone know how to fix this?

I have Win 7 Ultimate 64bit, Samsung laptop with core i7, graphics card, 8gb ram.

That's normal for almost all laptops. when the cpu get hot enough the fan kicks on to cool it down. There should be a setting in BIOS to set it to always on...but the fan speed will be at it's lowest setting. Check your BIOS settings for fans speeds.

I have a Samsung RV511 and went through the same thing.....although mine is over 2 years old....those settings may have changed since my purchase.
