I'd try the following
- Verify and install any missing devices in Device Manager
- Check the event log for events regarding the PnP manager
- Uninstall all 'Usb Root Hub' devices in Device Manager (note the mouse will be stop responding for one of the removals and you'll need to use your keyboard to either reboot or navigate the menu to re-scan to allow it to be re-installed.
