All of a sudden when I use IE my screen will start to shrink down to about the size of a cell phone screen and then bounce up and down in size. I haven't changed anything on the computer, downloaded any programs or apps. it is a Dell it is an a4 6210 with 4 g of ram

Was that an upgrade to Windows 10? If yes by all means do what I said just download and install Windows 10 chipset driver and Video driver as well.

You need to go to www.dell.com. support and drivers and download all the drivers for Windows 7 starting with the chipset driver.
That is one of the issues using the recovery from Windows 10.
