I did a restore on my laptop yesterday, and now it won't allow me to open most of the apps on my Start screen. It tells me my "developers license has expired". I went in a did a resync and that didn't help, so I decided to uninstall and reinstall. It lets me uninstall, but when I try to reinstall I get the message "your purchase could not be completed error code 0x800700c1. I'm stuck.

What apps in particular are you referring to? Are the apps still in the MS "Store"?

Yes, there are the apps that were on the start screen when I got the laptop, ie., weather, calendar, reader, etc. They are still in the store, but I get the error message when I try to install them.
