Check the Notification settings.

& check that the box is checked in Sound management panel

Further to Drews answer. Click customise and select Show icon and notifications. That keeps it in your taskbar.

In XP the file for that would get corrupt. The solution was to find another file and copy it to the appropriate place. A guest account would do. I've had to do it several times on XP machines. If you still have problems post back I'll see if I can find the link on my old XP machine.
