Has to do with the nationality. http://www.neutronexpress.com/prod.cfm/1067596/MICROSOFT/GFC-00181/WIN GFC-00181 is Romanian.... Don't know what nationality GFC-00182 is.

just look on the COA label - so far I know US keys and ROW (rest of world) keys do not match. It must be *activated* in its geographical zone. After that it no longer matters.
