I'd start by looking in event viewer for a error code and go from there.

f you're still having problems changing the date and time in Windows, go to Control Panel, Administrative Tools and click on Services. Scroll down to Windows Time and right-click and choose Properties. Click on the Log On tab and make sure it's set to This account – Local Service
