I've done a lot of searching on this issue, found several articles, tried some solutions: Nothing works. The Windows Time service just fails to start at boot. It doesn't produce an error in the event logs; it just fails to start. But I can manually start it from Services. Or I can manually run the CMD program mentioned below and it starts without error.

Suggestions from other articles which have made no difference:
  • Confirmed the permissions on the W32TIME keys in regedit.
  • Changed the logon from "Local Service" to "NT AUTHORITY\Local Service".
  • Changed it from Manual to Automatic start.

My own ideas:
  • Edited the Recovery settings to add a 3rd step to run a CMD program that does "sc start W32TIME".
  • Added a short-cut to that same CMD program in the Startup folder (which is set to run as admin).

Other ideas?

Did you try creating a scheduled task for it? None of these workarounds should be necessary but if you can't find the cause, just try a bigger hammer.
