Fyi after much stuffing about… and a system reset to flush non Microsoft apps, it is possible to have Cortana and still block unwanted calls on a Nokia 520, Windows 8.1 phone. The issue appears to be network related so having 3rd party apps that add flight modes or look for Wi-Fi/ Bluetooth may be part of it.

Of course it didn’t help that the information posted on Microsoft’s own site is out dated, sometimes misleading and in one case just wrong.
