Is Ineractive Map Creation Possible In MS Office?

HI All,
Anyone know What would be the best software (preferably within MS Office) to create this?:
A map of the UK that shows all of the our sites. When you look at the map it would show the locations of our sites and if you clicked on one of them you would see the information about that site. E.g. Engineers names and contact details email and phone with a picture if possible. Would prefer if its built in a way to work on SharePoint so can easily be shared.

I don't know about MS but it is definitely possible in HTML.

Basically, create an intranet website on MS Office 365.

Hopefully this site is hosted internal. It's not wise to post full contact information on a public facing site as it's basically candy for would-be phishing attacks.
