No mate... Wsus (pronounced W'suss) is a server tool and only works on a server... now days thats server 2012 or 2012r2 but you could run that server on a W8.1 laptop/ desktop using hyper-v or vmware workstation and if $ is the only issue then a W8.1 pro laptop comes with hyper-v free so for home use you then only need a 2012r2 licence to build the v-server... Of course for real server loads you'ld need to build something more solid than a V-machine on a laptop but my home/ work Asus S500c has been running a 12r2 Wsus for 2 years now.
