I have spent a day to try winhlp32.exe working on my Windows 8.1 32 bit machine but without success.
I have installed it but it does not work. What else can I try?

Yes I haive installed the correct version for my 32 bit Windows 8. When I try to re install I get the message that it is already installed on my computer. But when I try to read a hlp file I still get the following message:
