Windows 7 Screen lock that displays only a blank screen or a blue screen

Is there a screen locker that displays only a blank screen or a blue screen, responds only to a correct fingerprint or password being entered, and has the ability to switch to the normal Windows screen lock if a certain key is pressed?

My logon screen: Link Removed

From my experience, it's possible to edit the logon screen so that nothing is visible at all, but the password for the account can still be typed in.
