1. What is your Windows 7 Edition ?
2. Have you modified any registry entries, whether manually or with the help of a certain tweaker ?
3. Does your windows user account have the administrator privileges?
4. Try a new administrator type account.

An option in your registry has been customised or corrupted. You can manually edit or try the attached, which will hopefully do it for you.

winows7 ultimate
one day i used uniblue system tweaker after i unistalled it ..... :(
