restrictions

Hello all. How can I restrict an user (with limited access) in Windows 7 from closing ie9, I want ie9 to alway open in kiosk mode uncloseable, but i want user to be able to close the new ie9 window that open from a link. And how to disable or remove the minimize button on ie9.
