have you checked for malware? If not try malwarebytes as it's free and good at what it does:
Free Anti-Malware & Internet Security Software
Try cleaning your system using something like Ccleaner:

Also look in the start menu for command prompt, right click on it and run as admin. Type:
sfc /scannow
Press enter and await results.
I'd also consider re-installing skype so you have the latest version.
