Windows 10 Account is admin but not full admin?

I am really stumped on this one.

I have a Windows 10 PC with 3 user accounts all of which are admins. One of the admin accounts is the user 500 the one windows makes during install.

Everywhere in the operating system command prompt, settings, Computer Management, netplwiz and so forth the user is listed as a administrator and in the admin group and so forth.

But... under change account type in control panel under user accounts all 3 accounts are listed as a standard user not an administrator see picture below. Please note the picture is a random one found online but everything is the same but the account name.

If I try to click Administrator and then "Change Account Type" it is greyed out under all 3 users and will not let me change it.

We are trying to change some security settings in Internet Explorer but they are all greyed out I I think this is the culprit

Any help would be appreciated.
 
Can you change them from an elevated powershell prompt?
Add-LocalGroupMember -Group Administrators -Member user1

or see if they're in the group with
Get-LocalGroupMember -Name Administrators
