Windows 7 Adding programs that run from the network to the taskbar?

Hello!

I am trying to add a program that is executed from the network to my Win7 taskbar, but it won't allow me. I can't drag&drop it over the taskbar and I can't right click the icon to pin it to the taskbar.

The program must be run from the network, we can't run it locally. Also, we use it everyday at the office, so I would really like to pin it on the taskbar.
