Windows 10 Allowing a user to create their own account

My users desk-hop and so every time I get a new user I have to log into Windows 10 and create an account on each machine.

I understand that Windows Users can be created using their Microsoft accounts, but I still have to set them up first. So, is there a way that a user can login with their Microsoft account even though an Administrator has not set them up on the machine?
 
Setup a Windows Server Essentials and active directory then you just create the user once and they can login to any system or you can restrict which systems they can access. Otherwise no only local admins can create user accounts.
 
Thanks, I did consider this. I was just hoping Windows 10 supported something with less moving parts.
