Windows 10 Anniversary update Stuck at 90% no options left. HELP!

My Dell Inpiron 7250 has been working on updates at 90% for days now. I recently as a last resort tried to turn it off to boot into safe mode or see what my options were. However, pressing or holding the power button puts the pc into sleep at the slightest touch and upon waking up, it resumes where it left off, as it left off. Other than unplugging it and waiting for it to die I really dont know what else I could do. And before I do so I would like to know what I could do if I go down this path or if you know a better one? HELP! Getting very desperate. Thank you very much in advance!

Normally if you unplug the power cord (and there is no battery) for 4 times when Windows starts booting it should automatically give you the option to boot into safe mode. I mean you should see the advanced options on the screen.
