Windows 7 Annoyance with a Not Responding/Tabbing

The biggest/best example of this nuisance is in Solitaire. It will flash between Not Responding and being normal. Lind of making an epileptic display but it isn't constant. Happens in Firefox and WoW too. Tabs between programs also, and sometimes closes WoW.

I've unplugged the keyboard and mouse and the problem still persists.
