Application Window Refuses Resize

I am running Windows7 Starter on an Acer Netbook. I installed the Kodak furnished version of the Arcsoft MediaImpressions software. When I start the application it opens a window to full screen but hides the toolbar below the bottom of the screen. The window refuses to be resized. I have also tried running in the XPSP3 compatibility mode and had no luck.
