Windows 7 black screen with blinking cursor

I have been trying to do a clean install all day for windows 7 and I get to the point where it is formatting registry files and then it goes to a blank screen with a blinking cursor and Im stuck please help.

Can you hit Alt-Ctl-Del to bring up Task Manager?

If so, choose New > task and type explorer.exe in the box,.

I doubt he can as I think the cursor he's talking about is a MS-DOS cursor.

Of course it is, Windows hasn't fully loaded.
